How do I make a new Sim card work on my phone?

Is this a phone you've been using with Verizon for some time and you're switching out the SIM, or are you a new customer trying to activate a SIM?  If you're bringing in a device from elsewhere, you first need to make sure it's unlocked before trying to put in the new SIM.
