S5 Cannot Phone Out & Callers Go to Voicemail

Have a Galaxy S5. As of early July I've been unable to send calls without it getting dropped. People who call are sent directly to voicemail. To top it off, I can't retrieve any voicemails, unable to log in. I've tried restarting the phone but that doesn't help. Tried deleting or stopping apps & deleting or transferring unneeded photos.
The only thing my phone is good for anymore is sending and receiving texts, though sometimes that is hard because the "send" is "pending." But that's another matter.
Any ideas or should I send a help ticket? I'm ready to switch, both the phones & carrier.

It started in July. I was able to call this one number. About 8 days later it looked like I was dialing the same number, but it kept "ringing" then got dropped as call canceled. I thought the recipient was dropping my call but the problem was on my end. The phone's battery was replaced a few years ago but replacement is not as good as OEM. And the phone's storage is near limit. Could storage be the issue?

Forgot to add that I'm able to send & receive text msgs, usually with little problem.
