I finally figured out its an insufficient memory issue, not a "funds" issue. By deleting a bunch of photos and clearing my cache, I stopped getting this message and my friend's photos started coming in. I didn't know they were trying to send them to me so I didn't know what was happening. Since the insufficient funds message was from my own number, I had no way to tell.
