First, soft reset your Fascinate. Once the device is back on, ensure data is enabled, then ensure data roaming is enabled as well. That is done by going to "Settings" > Wireless & networks > Mobile networks > and check "Data Roaming". I would also ensure WiFi is disabled. Completing these steps will ensure your data connections will be restored.
