Samsung S21 delay

I ordered the S21 5G as an upgrade. I had recently upgraded to the iPhone XR and was in my 14 day window to decide whether or not I liked it. It was supposed to ship 1/29, but never did. Haven’t received an email or anything regarding it. My account says that the order is on hold due to not accepting terms and conditions but when I go to accept them, it says they are not required. I’ve talked to six different Verizon people ranging from customer service, sales, etc. no one seems to know what’s going on with my order and I’m beyond frustrated/exhausted. Any idea what’s going on or how to fix it? I just want my new phone without having to jump through hoops.
