I added an iPad to my account with a 'Single Device Plan' which included a phone number (which I don't use), no voice services. I use it on WiFi and use integrated Messaging with my phone. It is $15/mo. It does not share the plan my phone uses but has its own plan. If you want voice/cell services you'd have to choose a different plan, probably more expensive.
