Sending and receiving texts on a Galaxy Tab S

Just got off with tech support and although my Galaxy Tab S is assigned a phone number it is incapable of sending and receiving calls and texts messages. What do you all suggest to work around this? I could get a skype # for $6.50 a month but I'm wanting something free. Ideas?
