Text messenger is not scheduling messages for later delivery. I create a message, set a date and time, but when I check for scheduled messages it isn't tere.

If you mean Verizon's Messages+ app, that app is pretty much dead at this point. Final shutdown is next month, so I'd get another texting app and uninstall Messages+.
