I've got a different model Samsung, but Wi-Fi calling isn't enabled by default...it's a toggle which has to be turned on under the settings in the Phone app. A discussion I came across on Reddit says to reset your network settings, re-enter your emergency contact information, then restart the phone and that worked.
I'm not a Verizon employee, just another customer trying to help.

Thank you for reaching out to us on this platform. To better assist, please tell us a little more. Is your device software up to date? Are you connected to Wi-Fi?

Hey there, Capybara, we definitely want to help ensure that you are able to use the features you really want! With regard to using another carrier's device, there are a few Verizon-branded features that may not be available, including WiFi Calling. In order to use WiFi Calling, HD Voice/Advanced Calling will need to be activated on your device. Steps to check if this setting is available can be found here: https://www.verizon.com/support/knowledge-base-130983/. Are you seeing this setting is available for your phone?
