turn off roaming data in settings mobile networks data roaming access.
Do this and try before and you call tech support.

I did what grudger suggested. Some how the data roaming got turned on (I never turned it on, nor do I even use it), and once I turned it off, I was able to automatically get my Hotspot to work.

Turn off data roaming. Hotspot will then work.
