Verizon hijacking Samsung GPS

So I've been struggling to keep my GPS working for several months. It seems the last few security updates broke something. While driving, GPS will lose signal, causing me to have to turn off 'location', and turn it back on. This is unsafe and illegal, as I live in a handsfree area. I have a Note 8. My stepdad also has a Note 8, and is having the same problem, as are several friends with Samsung phones on the Verizon network. I can't help but wonder if this is because Verizon overrides the radios that Samsung phones are supposed to use.
