Verizon phone app does not show video calling on S21

When using the phone app on my Samsung S21 the video calling option on the app is not an option.  In the settings menu for the phone app it does not show the video option.  In the main phone setting under advanced features it does show Video Call Effects.  This is turned to the on position.  Even though it does not show on the phone app itself.  We have 3 other S21s that work as intended.  It is only on this one phone that it does not work.

My daughter has the same phone as I do, is on my plan and is able to make video calls but the option to turn on video calling on my own phone doesn't exist.
