Visual Voicemail Not Working

I restored my phone a few days ago. Everything is working fine except for my voicemail app. It just says "Visual Voicemail Downloading" and tells me to check back in a few minutes.  It has been like that for days. I have tried to force stop and clear data and it still doesn't change anything.
