Surprised to see system update today. Cannot find any info on Internet. Is this a valid update and if so where can I find a list of what's changed?

The latest update for the S4 was issued 1/13/17 and is a security patch, i.e.,

System update took my S4 to I545VRSGPL1, and reported optimizing app # of 132 as the upgrade was applied. My phone says the previous update was Aug 2015.
Is this a valid update? Seems to be. My phone is still working, including all my apps. So far, I haven't noticed any change in operation.
List of what's changed? I haven't found one yet on this Verizon Wireless site.

Like the OP, I am looking for information on what changes come with the patch. In other words, Release Notes. The link provided does not give details on the patch contents or impact. It's all vague "security update" corporate nonsense.

Common courtesy would dictate that you supply a link or address of the "google's security blog" and ... wait for it .... even more helpful a link right to the specific update we've been discussing.

You can also choose search for it yourself. I have no idea which monthly security update was included in the update. The update doc wasn't that specific to list which version of the security updates are included. If I searched for it, I would be interested in the January security update since that is what my phone recently installed. Yours could be from the December or November security updates or a cumulative version of several months worth of security fixes for all I know. Plus considering the Galaxy S4 is an older phone, it is not likely to be getting any more updates.

You're going to need to Google that. If we talk anymore about rooting,[Removed]. Try searching on XDA.

SWOLH, it's important to us that you have the best experience possible on your device. Software updates will remove bugs and implement new features on your phone. Are you connected to Wi-Fi when the update fails? Do you get an error message when the update fails? If so, what does that error message say?

Verizon does not publish detailed updates, only general information.
For those that want to upgrade over the air (OTA) and are getting the 403 error, download the Verizon Upgrade Assistant for your PC or Mac (if available,) attach your phone and it will force the update when you select upgrade.
Please note that you will lose Root.
