Why is my Galaxy Note 5 using data on wi-fi?

Can anyone assist me with this. The only thing I've seen on android forums is turning off the caller ID well disabling it. That made it better but every time I pull something on the Web or click the fb app the 4g bars flash. Wifi is super strong and I'm sitting 5 feet away from it. Please advise.

Have you made all the selections to us wifi over mobile data?

TUrned background data off on all apps.

IS smart network switch on or off?

THe neX the option is to turn mobile data off when on wifi.
