The Galaxy Nexus phone on Verizon doesn't have the GSM radio that European phones have and what you want "unlocked".

more than likely not.... but you might want to check with Verizon or Samsung on this.

It does have a GSM radio(LTE), but it doesn't work like the conventional radios do.  The radio frequencies are set at 700mhz.  The problem right now Europe is still "Voting" on what frequencies to use for the LTE network.  Vodaphone(which owns 45% iirc of Verizon) is pushing for 700mhz.  If they get that then only your data will work on Europe until European carriers go Voice over LTE, and Verizon does the same.

The radio still isn't setup with the GSM radio bands used in Europe so the phone can't use their network without large roaming change. It also can't use a local European SIM card.
