how to block international calls i-phone on verizon but not on what's app

I want to block the international calls that Verizon charges  for but I still want to be able to make international call using What's APP.

You can place your device in airplane mode, then connect to Wi-Fi and attempt to make the call that way. ~Peter

If your phone is unlocked and you're out of the US, can you take out the Verizon SIM card and put in a local SIM card for wherever it is to avoid international call charges/data roaming fees?  The international service plans really only cover some basic calls and I'd have to think video calling isn't part of the package.

Sure don't want to be the guy who was in Switzerland for 3.5 weeks and got billed over $143,000 for international roaming data fees by another carrier...
