Hello,
I have a Samsung Galaxy S9. Yesterday I switched from my old/broken S9 to my new S9 (refurbished, bought via Verizon website).
When I go to the voicemail app, I just get this message...
"Visual Voicemail downloading
We're downloading Visual Voicemail to your phone. Try opening Visual Voicemail again in a few minutes.
If you need to listen to your voicemail right now, dial *86 and follow the instructions"
I've restarted my phone, but no change. I can call my vmail to check it (*86), but I'm wondering why this isn't working.
Thank you!

Did anyone help you?
I have the SAME PROBLEM on my S10+.
I had Visual Voicemail for a long time working fine and I just did a Factory Reset and I'm stuck on the SAME message after the Reset:
"Visual Voicemail downloading

Hello, I guess I ALSO need a private note, since even though we all have the same problem you can't attempt to post the solution here on the message board. My phone is a SAMSUNG GALAXY A10E and I have a RED verzion plan though BOOM! Mobile. Exact same issue/problem as everyone else in this thread.

I found the following solution from izicmirza (posted a week ago) on the Samsung website message board. I was able to install the apk and everything works fine. I am assuming that Verizon removed the apk for the S10 from one of their servers so that the default app tries to download it and fails.

Yes I of course downloaded that before posting anything. That is the logical nature of things. You search for the solution, try it, if it doesn't work ask for help from another source.
The link does NOT install visual voicemail. it only installs a green version of the same app I already have on my phone simply called "Voicemail".
