There should be something within the phone settings which would tell you if it's locked or not. If the phone is locked to Verizon, then the original owner needs to work with Verizon to get it unlocked if you're wanting to use the phone elsewhere.
Please reach out to the person that provided the device so they can assist you with the status of the device.
