My brother thought he was funny and put something on my daughter's phone, so she can't make phone calls or text after a certain time every night.   How do I eliminate it

The way to do that on Verizon is the smart family feature. If that's what you signed up for, you should know how to use it or else your account wouldn't have it -- assuming you're the account owner. If the brother is the account owner, time to get your own account.

If these restrictions were from a 3rd party app, can't help there.
