First of all, the international service plan only covers calling other mobile numbers. If you call a landline overseas, you will be responsible for the full cost of an international call. As for whether a Galaxy S9 works in France or the UK, your best bet is to do some internet searching on what type of wireless network(s) are in use in France and the UK and then look up the specs for your phone to see if it's compatible.
