Can I still use Family Locator to locate a device which I have suspended?

My son always comes home late so to punish him, I suspend his phone privileges but even with that, he still decides to come home late. Is there a way to track him even though his service is suspended?

I just tried it out, no, it cannot locate suspended phones.
