How do I identifying unknown callers?

My child is receiving harassing phone calls from an "Unknown Caller."  I've seen some apps out there that may identify such numbers if the *57 option doesn't work in our area.  Any suggestions or recommendations?

Oh no! Harrassing phone calls is never fun the5wilsons. Have you considered Family Base? With this awesome service, you can block unknown calls from the numbers on your account. For more info, here's a link to check it out.
