I am not receiving some but not all messages from a short code. When i contacted the provider they send me received logs verifying date and times. What is the next step in the process to figure this out?

I am not receiving some but not all messages from a short code. When i contacted the provider they send me received logs verifying date and times.  What is the next step in the process to figure this out?
