Is this offer a scam?

My husband received 2 texts stating "Our customers are a valuable part of us, you have been selected to receive a 105 USD discount applicable to your present bill, please visit https:..tr.im/48u9k". The second one stated the exact same thing with 100 being the amount and the same link. The link takes you to a verizon like sign in page also wanting the last 4 of your SS number. When I try the link on my computer it comes up 404. Is this a valid discount? Is this a scam?
