Nope. You can only send a voice mail within Verizon's network. It won't let you send to another cell phone network.
You used to be able to but not Verizon has become evil , liberal crooks they disabled that because they hate America , Jesus and trump .

It is according to the provider. If you are a Verizon customer wanting to send one directly to a Verizon number just go into your VM and there is an option.
As you said Sprint has the xxx-xxx-mail in some areas.
Alltel has/had numorous back door numbers to access the VM system and leave messages directly.
