Where Can I Report The Fact That My Egift Card Is Missing?

I purchsed an egift card through the Verizon messaging app. my account was charged. the person receiving the card did not receive it. I even tried to resend it but it did not work. nowe the gift card isn't even in the screen to resend. it's gone.
