Can you tell us more about the type of phone you're using and the error message you're getting exactly?

I know your info says PDA Smartphone, but if it's an older model and you weren't required to get a data package, it's possible that you have a block on the account for National Access which blocks all data you might be using, including picture and video messaging.

As nevertastedlips stated, it is a possibility you have a data block on the device if you're not using your data services (email/web).  This will prevent transmission of pix/flix messages, even if you have a camera phone, because pix/flix use the same part of the network as the internet and email.  Your best bet in this situation is to call customer service from a separate phone number with your device available so the features on your account may be verified and trouble shooting can be done on the device.

When receiving message "error message receipt failed" This most likely means your phone needs to be reprogrammed manually to ensure all settings are correct internally in regards to the IDs associated to the location of your phone in VZW's switch.

To get proper manual programming steps, you can locate support on your equipment via Support under verizonwireless.com. Otherwise, you can contact Customer Service by dialing *611 from your cell phone or contacting 1-800-922-0204, as you will need to be another phone for proper troubleshooting steps.
