How can I block numbers that come up as unavailable?
There is a way you can block unavailable callers. There is no way to do this through Usage Controls. On some phones, there are caller ID applications that you can download that will filter incoming calls. Take a look through the Media Center on your phone to see if there's an application that will do that for you.
