Can I buy outright FIOS cable boxes including DVR?

If this is not possible, can I replace them with generic cable boxes?

No provider will allow you to  buy their boxes outright.
You can use any cable card ready box.

But you wil lose VOD access.

Was not always true, but probabaly is now.  E.g Dish and DirecTv once required you to purchase boxes.

Some other vendors, notably TiVo, do sell boxes that work with the current Verizon service.  Note some featues such as Verizon VOD do not work.  If you buy one you will still have to rent a Cablecard.
