Cannot change volume or turn off the TV..."Locked" comes across the screen

I've had FIOS for about a month now and tonight I went to turn the TV up, and "Locked" came across my TV.  Tried to turn the TV off, same thing.  I can change the channel, go to menu, etc, but just can't change the volume or turn the TV off.  I tried resetting the programming on the remote and reprogramming it, but I still got the same thing.  Has anyone else had this issue?

sounds like a message from the TV, as oppose to a message from the FiOS STB.....

What brand of TV is that?

Its a Samsung.  I tried the other remote that came with the TV, doesn't work either.  Tried to manually turn the tv off too and that doesn't work.
