Closed Captioning - Impossible to Read

I am new to Verizon and have been very disappointed in the quality of the closed captioning text.  I see previous posts here from years ago stating the same thing. The text spacing and font is horrible and there are shows where the text is complete unreadible. Do any of the closed caption settings make a different in the readability? Is there a solution to this?   I just switched from another provider where I had no issues. Has anyone tried filing a complaint with the FCC?

First make sure this is set to HD: Main Menu > Settings > Audio & Video > Video Settings > Graphic Settings

Then go here and try some of the options, you may find one that works better for you:

Main Menu > Settings > System > Accessibility>Closed Captions:

Description
Service Selection
Sets the service used by the IPC4100 to render (draw) the closed
captions:
Analog: This setting affects closed captions for digital standard definition
services.
Available options:
CC1 (default), CC2, CC3, CC4, T1, T2, T3, or T4

This setting affects closed captions for digital enhanced definition and
high definition services. Available options:
