Is there any way to set up external HDD to R/W when it is necessary not all the time? It looks like is doing R/W even when all boxes are turned off.

No. The Verizon DVR is designed to continuously record the programs on the two channels the tuners are currently tuned to, at all times, as long as there is electrical power supplied to the DVR. It does not matter whether the DVR is "turned on" or not, the recording occurs. This is so that you can turn on your TV and rewind either of the channels to watch a portion of the program that you missed. The DVR is also designed to write recordings to the external drive until it is full, then it will switch to writing to the internal drive.

If you did not have an external drive attached, the DVR would still be writing to a hard drive, it just would be the internal drive.

You can disconnect the external drive or power it off, but of course the programs are then written to the internal drive. Or you can remove power from the DVR, then it won't record anything, but then if you do have a recording scheduled while the power is removed that recording will not occur.

What you are seeing is normal.
