Those are sub-contractors laying that fiber on contracts already let and negotiated. No new contracts are pending nor will be unless corporate changes their minds.
A Press Release is not an announcement. That was coming on 3 years ago and still no advertising, no packages, no pricing, no roll-out dates, no markets, no nothing.
