On Demand problem- can't "resume play" will only restart

While viewing a network show using the On Demand feature, I often need to stop and come back later to finish viewing the show.  On Demand is supposed to give you the option to “Continue Watching”/“Resume” or “Restart”, but what happens ON A REGULAR BASIS is the option to “Continue Watching” is not available and my only option is to start viewing the show back at the beginning.  

This issue has been reported on this forum for at least NINE YEARS (and I’ve been calling Verizon for most of that time trying to get the problem fixed) with Verizon continually stating that a new release of the software has resolved the problem.  Is there no one in Verizon who can actually get to the root cause of this problem and fix it once an for all?
