Vera 3 z-wave controller and STB interactiion

I have Cisco STB boxes and I connected a vera3 controller as a switch (turned off WiFi and dhcp). The network WiFi and dhcp are supplied by Verizon router.

If I reset the power on a STB, it reboots but doesn't fully come up. If I disconnect the vera3 from the network and reset the STB again, it reboots and comes up fine. I have the Vera folks looking at it, and they configured the Vera to ignore any network traffic from the STBs. This stopped a continual reboot problem I had so it's better,but not perfect.

Any suggestions or ideas are much appreciated.
