Why can't I find a Pay Per View title that is available for rent everywhere else?

Hi, we wanted to watch the Inglourious **bleep** (2009) movie on Pay Per View, but could not find it in the On Demand section. I know that Dish Network has it, Netflix has it, PSP network also has it.  Why not Verizon?  Is there any reason for some movies being available and others not?
