connecting a vizio SB2820 soundbar to TV and controlling with STB P265v3RC remote.

I recently purchased a Vizio SB2820n soundbar and connected it to my LG TV, controlled by FIOS and a STB P265v3 remote.  I cannot get the sound to come from the TV.  I have turned off the internl speakers of the LG TV.  The only way to hear anything out of the Vizio is to change the TV input to "TV" at which point you hear the loud static "snow"sound since the picture is then snow.  When I change the input on the TV back to HDMI to get the Fios cable signal, no volume emits from the Vizio.  How can I program the P265 to talk to the Vizio soundbar?

It won't.

I have a Samsung sound bar.

I connected stb direct to tv.

Then connected audio out of TV to sound bar.

And then upgraded to harmony remote to control everything.
