How does you create a folder on the desktop?
Are you referring to setting up folders of apps on a home screen? If so, place an app on the home screen, then take the second app and move/slide it on top of the first app. Tap the 'double apps' and below them you should see 'Unnamed Folder'; tap that, change the name of the folder to whatever you want, then tap the check on the far right-hand side of the keyboard.
