Trade in promo issue for 9 months!

I have been dealing with an issue for 9 months, I traded a phone with verzion retailor! they procesed new device but did not take in trade in as it had cracked screen and they said i would not receive credit, they mentioned I can call verizon to ensure it and send it in within a time frame. 

I called verfied and sent in a phone, after mutlitpole attemtps they didnt locate the phone, reassued I would get credit for it just wait the process to investigate. After attempting to resolve every billing cycle and dealing with multiple reps reassuring they are processing a credit for me I still do not have it on my account. 

I removed my self from autopay as it would just charge me and this credit issue wouldn't get resolved, which is hurting my plan as well. im lossing about 40 a month for the last 7 months. 

Overall i spent over 6 hours in total trying to resolve and as mentioned 2 different occasions reps told me they are adding the credit for 1000 and nothing. 

I have filed complaint with FCC today, I have to pay late fees for this plan since im given misinforamation, lose 7 months of 40 a month, and still no 1000 credit. so i lost a phone since i mailed it in. 

how is this possible? can they just rip me off?
