Unfair deny of trade in promotion

I purchase Iphone with trade in promotion.

It was purchased with full payment.

Both Verizon and Best Buy term written device payment plan or at retail price.

Last 5 months I been push around by Verizon employee, claiming credit will post on upcoming bill but it was all lie.

I been told promo was deny since device was purchased on full payment. Verizon only offer promotion with device payment plan. 

Also letting me know I need to solve this problem with Best Buy since Best Buy mistakenly put at retail price on term.

Claiming from Best Buy is term was written by Verizon and credit need to come from Verizon.

Now I am stuck between this 2 companies with no solution.

Verizon still use device payment plan or at retail price on their current promotion but beware, at the end Verizon only going to accept promotion with device installment plan.

I wonder what Verizon mean by purchase at retail price.
