Unknowlingly bought a phone through Vectra, not Verizon as all advertising states. Promotion given is not being honored

Four months later and the $220 promo (I have in writing) is not being honored. I've been with VZ for 25+ years and have three other phones/lines with them still (4 total).  Will VZ help with this?
