Upgrade devices then switch device users on account

We have 5 lines with Verizon, 2 are paid off devices and 3 still have contracts. We want to upgrade the devices that are paid off using the device trade in for a (possibly) free iPhone 15, then switch the devices to different users on the account before activating the new phones.
I was just told by a chat agent that this isn't possible. That, is the devices are switched, that would void the promotion agreement. Seems strange, since we aren't canceling service or doing anything differently in our billing than what we would have if no one switched devices.
Is this really true? We've moved devices around before and I'm pretty sure they were devices that had current payment contracts on them.

This happened to me as well. I did the upgrade online on my own and it somehow switched the users. My phone under my brother and my brother’s phone under me. I spent 1.5 hours with customer service and the girl was so helpful and really nice and kept saying she had never seen it happen before. I hope you get one of the few good customer service people to help you. Verizon customer service agents never seem to know what’s going on with their own company.

Happy Monday! Being on top of your account is vital, especially if you are managing your Transfer of Service. We want to clear things up. Please be aware of the following:
- Any promotions or discounts, unless otherwise noted specifically for the MDNs being transferred, do not follow the line to the new account.
- Promotions or discounts on the relinquishing account terminate once the line is transferred.
