Verizon Not honoring Promotions and No one seems to be able to help

I bought 2 iPhone 14 pros in November and was promised a promotion for a trade-in.  I have it in writing.  I was initially given the promotion and then it was withdrawn.  I chatted with multiple reps and they all had different ways to deal with this and different reasons.  I finally got to a rep who said he would file a form to have the promotion restored.  Nothing happened.  This has beed going on for 7 weeks.  I can get no reliable help.  Is there no one at Verizon who can solve things?  I would have been better off going through Apple as they had discounts available at that time and a better deal on trade-ins without a promotion.  I have been with Verizon for many years, but I am contemplating leaving over this.  It seems like Bait 7 Switch and no one seems trained to help.

We understand how important it is for your promotion to run smoothly. Have you checked your trade in submission ID? This will show you exactly why the promotion fell off. What is the reason that is listed there?

Have no idea where that is.  The point is, I was told that the promotion was a done deal.  It needs to be fixed. and I need to be given what I was promised.  Can I get someone to call me and work this case?

No, i do not see the button.  Can someone call me please.  The promotion has still not been honored and is not honored on next month's bill.  I need this resolved.

I just switched from att to Verizon and it's been a nightmare. I was offered 200 per line promo for bringing 4 lines. Initially 4 lines were included. Now after that ported over 2 of my lines with the incorrect phone number. I only see promotions for 2 lines. I am beyond upset. This is not a way to welcome a new customer.
