Adding new line for free iphone 16 promo, then cancelling new line while still receiving free phone and old number

Currently my upgrade eligibility is locked for up to 7 days due to me cancelling a promo I had ordered to receive free iphone 16 with trade in. I cancelled the upgrade as well as the promo order an hour after placing due to seeing a better offer, and now my line is locked and I can't upgrade existing line anymore for up to 7 days. With the Black Friday deal/Cyber Monday out of the question in 7 days, is adding a new line for a free phone, swapping numbers to keep my old one, and cancelling the existing line allowed/able to be done? Are there any penalties associated with doing so

Please correct me if I've gotten something wrong. But if I'm reading your post correctly, you want to:
1) Get a new line with a new number so it qualifies for a free phone deal, then
2) Switch the number on your new phone to your existing number, then
3) Get rid of your existing line and keep only the new line
I think if you swap out the numbers, then it is putting your old line onto the new phone. Verizon must surely be tying contracts to phones via the phone numbers given to them, so if you change the number, it will void the device deal and make you responsible for immediately paying off the new phone.
I'm not a Verizon employee, just another customer trying to help.
