Verizon admitted they failed and will not correct the failure

I have spent hours and hours probably at least 50 +hours and have been told over and over they were going to correct the problem /issue where they The sales agent blatantly lied when I upgraded from two iPhone 12 Pro Max is to to iPhone 15 Pro maxes they stated when the deal was made, it was a total swap not a sent to me.
I even questioned it and they responded no, not a cent  to you. However, my bill has been incorrect since the deal was made, I complained  let them know as, they said they would correct it over and over at least 20+calls &   spent hours on the phone and now they are not taking care of me. Iโ€™ve been with him for 18 years and today I went and sat down with AT&T and T-Mobile and probably going to just pay off my difference and switch soon as I am not going Pay for a service from a carrier that lies  & admits it and does not correct the situation they will not even come to a resolution. They have totally failed me. Iโ€™ve tried for four months and have been lied to stating they were going to take care of it and they have not and now theyโ€™re not going to do anything about it when I talk to them basically pushing me away, I give up !!
