Why Does Unlimited Laptop Plan cut off at 29 GB?

This is an "unlimited" plan that has 30GB of usable data (that is a whole false marketing thing to begin with), but I guess they do load in that AOL dialup disc to give you 50kbps afterwards, so oh well
However, the problem is the you don't even get the 30GB. According to Verizon, I used 29.3 GB and got rate limited for using over 30GB. This is simply a lie per their own stats. We are getting an unlimited plan without unlimited data and then they just do not give you almost 1/30th of the data you pay fur anyway?
Am I missing something here?
