Will the Verizon/Novatel Verizon "4G LTE Broadband Router with Voice" support a fax machine? I plugged my fax machine into it and I hear lots of noises like fax machines at least starting to negotiate a connection, but the fax never goes out and the fax machine just says error, not sent, with n no explanation.

Sure. Really depends on what you want to do though. At its most basic level the 4G router is like any other home router except that it has a cellular connection back to VZW for its WWAN/Internet.

Sounds like you have your fax plugged into the correct voice port on the 4G router. Now you will likely have to search the User Guide for your fax machine to add in a pause character (ex. "#") whenever you dial. This will make sure the line is open and clear of any local dialing requirements like 9 for an outside number and then a 1 for a long distance call. I usually have to dial something like 9#1##<number> where #is a 3 second pause.
See if your fax machine has a fax test of some kind. This should give you some kind of feedback if the line its connected to is open to dial or not.
There are also many online fax vendors that are available now that can replace the physical fax machine on your side of the equation. Instead of sending a fax document you send an email attachment to a special email address. The fax vendor picks up the message and sends it as a physical fax from their system instead. Same goes with receiving. Then all you need is a USB connection to your fax machine to treat it as a scanner.
