No. Once your account is closed you no longer have access to Verizon Cloud. If you are planning to cancel your account, I'd suggest backing up to an alternate cloud service that IS accessible regardless of carrier. Google cloud, One Drive, iCloud, Amazon, DropBox, there are many to choose from.
