Can I recover photos deleted from cloud?

Is it possible to recover photos/videos deleted from cloud, and after emptying the trash?  I would imagine they are permanently stored on a server somewhere.  I was hoping to get them back, as I lost them during a transfer.

I love using the cloud to keep my pictures, videos and other data so I can understand how upsetting it is to lose some of your data. Once the data including photos and videos are removed from the cloud and your phone, they can not be retrieved. I'm sorry for the inconvenience.
